Barriers to renewables investment

Interesting, but not surprising. A recent survey by an policy advocacy group on climate change investors argues that apart from  uncertain long term carbon price policy, renewables investment in the EU is also constrained by non-market barriers. According to Point Carbon (subscription required):

The survey, conducted by law firm Norton Rose, cited other barriers to investment, including permitting and planning problems (cited by 55 per cent of respondents) and issues related to grid access and grid infrastructure (45 per cent).

Ah, why do policy makers listen to narrow-minded economists? Why?!
